Not sure if this is the right place for a bug report, if not could anyone direct me to the right place please.
Clicking develop module at top right from the Library module opens the photo with film strip and both side bars black empty spaces. Initial few times I had to quit and restart Lightroom but then discovered switching to grid view again and develop keyboard short cut, everything comes back. As Simon and Jeff have already mentioned in this thread, please make sure your macOS is updated to at least macOS Sierra 10.12 and at least Lightroom Classic 7.0 or Lightroom 6.13.
The best combo to avoid this issue is being on macOS High Sierra 10.13 and Lightroom Classic 7.1 or Lightroom 6.13.
The team has worked pretty hard with Apple to get this issue to stop appearing with macOS Sierra 10.12 and macOS High Sierra 10.13. Improvements were made in 10.12 and iterated upon for 10.13.

As noted before, this is a bug introduced at the macOS level. Through collaboration with Apple, they have made a fix in the later version of the macOS update. So the right thing to do is to update to the more recent version of macOS when possible.
Having said that, Lr team have done our best to workaround this issue for the cases that we can reproduce for macOS 10.11.6. But there is a limit can Lr can do.
This should now work correctly in Lightroom CC2015.10/6.10 or later on macOS Sierra (10.12) or later. Don't hesitate to let us know if you see the issue again on the current macOS, and if you do, what triggers it. Please update your system and let us know if you have any additional issues.
I have been running Lightroom CC 2015.10.1 on macOS Sierra Version 10.12.5 until this morning and regularly get this problem. Just before I received your message I finished the updated to macOS Sierra 10.12.6. I won't be able to see if this update impacts this problem for a few days.
I had been in LR2015.10 but couldn't get any work done so after a while had to roll back to 2015.6 . I have not seen any confirmation that 2015.12 fixes the problem for El Capitan.
While editing photos in develop mode in LR, entire program seems to disappear except the photo itself. I see this is an ongoing problem. I've attached a video and here are my specs:
1. macOS Sierra Version 10.12.6
2. Lightroom version: CC 2015.12 [ 1125239 ]License: Creative Cloud Operating system: Mac OS 10 Version: 10.12 [6]
Sierra 10.12.5 | Lightroom 2015.9 This has been a recurring issue for me. Almost anything I do in Lightroom causes these black strips to happen and I am basically unable to do any work. I am considering cancelling my CC subscription. I also looked into seeing if there was a newer update for Lightroom and it appears there is, but my CC app is not showing it. Says everything is up-to-date.
I suspect that Adobe is putting very few resources into fixing this because it only seems to effect those with older versions of OSX and most machines have been updated to Sierra. In other words, it's a business decision. They obviously figure that it is more profitable to focus their programming resources elsewhere. Maybe there is some other explanation, but so far, I have yet to see them even attempt to tell us why its taking so long. Educate me if I am wrong.
I have same problem, I believe it is happening when you are working in full screen mode only.
I had it in the previous version as well and have it with the latest update too...I am wondering why it is still not fixed as it seems to be an old problem.

I'm still have the issue too. Using OS 10.12.6 and LR 2015.12. It happens every single time I minimize LR into my dock and then maximize it again. I am not using full screen.

El Capitan 10.11.6 not upgraded to Sierra because my Mac Book Pro is a 2008 model. The problem of panels and filmstrip black out is recent, I think started with the version before CC2015.12. Never experienced with previous versions.

I am still having this issue as well. Very frustrating. Using macOS Sierra 10.12.6 and Lightroom version: CC 2015.12. It happens when I switch library to develop modules and back, also minimize and maximize LR.

This issue has started to reoccur on my main editing station. It first started happening a few months ago (reported in this thread), then went away for a while but started happening again this week without any changes to Lr or my operating system from my end. This afternoon's Hide/Show efforts to alleviate the problem lead to a new (to me) version of the bug. All the panels reappeared after hide/show except for the center section.

It's still happening for me.
LR CC 2015.12 OS-X 10.11.16
I just made it happen three times in a row by doing Lightroom->About ... The panels went black as soon as I dismissed the About pop-up. It stopped doing that after I clicked the green OS-X button to maximize the LR window. Unlike other occurrences of this bug, minimizing (yellow button) then clicking the dock icon restored the panels each time.
Same for me. I can minimize LR, bring it back. The second I try to do something in LR again, same thing happens. I have to eventually shut down LR and restart it to get at least 10 minutes without dealing with this problem!
LR CC 2015 OS X El Capitan version 10.11.6
PS this is REALLY friggin annoying to deal with when editing 4 weddings at a time!!!!!

It's still there in today's release of Lightroom 7.0 ("Classic CC"), although I went for most of the day before I saw it for the first time. OS-X 10.11.6 . Hide (Cmd-H) then click LR dock icon still restores the panels, but maximize then unmaximize (green traffic light button) no longer restores the panel.
