I am using a MacBook Pro with Catalina and have recent upgraded to Photoshop 2021 (Ver 22.0). I go into the Neural Filters and both Skin Smoothing and Style Transfer both say "Not Available" but the Download button is greyed out for both. In the other section, there are 6 Beta filters that also are exhibiting the same behavior. All Not Available and the Download button greyed out. There are also some other filters listed that only have a button that says "I'm Interested". How can I get these filters downloaded so I can try them out?
There was an update for Photoshop this morning. After downloading and installing it, all the Neural Filters were available to download and working, except the ones that say "I'm interested. Looks like Adobe fixed the issue on their end.
@JeffreyTranberry I had tried that several times and it didn't work. And I just tried it again for posterity. I am not getting any error message. They all just say Not Available and the Download button is greyed out so I cannot get them.
I'm sorry, I don't have dropbox and our shared device license doesn't have access to cc cloud storage. Is there any other way I can get the file to you? It's only 12k, there were only two files in that folder. I did not have any filters downloaded already because the buttons were all greyed out as if they were disabled.
Could we see your Photoshop System Info? Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply. Might need to break it up into a few replies.

I spent about 3 hours in a chat with tech support last night while they tried to fix it. The guy even got a supervisor to help me, who was trying all types of things. He finally had me update windows completely, then reinstall Photoshop and check back if it did not work. It did not work. So then I got a new guy who had no idea what the neural filters were and asked me "where did you get them?" Good grief! The download button is always grayed out on the neural filters, and it says "filter not available."
Yes, I am. I work for a school district as well. And the filters are like this on every Mac and PC. I don't see how a license can disable features like this though. I wonder if there is a file I can remove that will restore functionality. Updates weren't working and giving the error that Adobe's servers could not be contacted. I did some research and found that there's an AdmPrefs file you can remove to get updates working again.
@craigmcdiarmid would be interested to see what you find out about this. I am also on a shared license within a school district. I have Adobe downloaded on my Mac and PC, so far have only tried out the Neural filters on my PC and the download button is grayed out.
I don't think it's the license itself. I think it's an option when you build the package. Probably related to allowing the client computer to install updates and apps?
I haven't had a chance to check this theory yet. Can an Adobe admin provide any insight please? @JeffreyTranberry
The only 2 I have been able to use are smart portrait and depth aware haze. All my photos are 8 bit. I am not dumb. It is not me doing anything wrong. They. are. not. working. Tech support supervisor from Adobe took control of my computer to try to make them work. He could not do it. Tech support was helping me for 3 hours and they could not make them work. This is not a matter of something simple I am "doing wrong." This is a complex issue if the tech support supervisor could not figure it out in 3 hours.
I kind of feel like people who use Photoshop for work on a shared license are getting preferential treatment here. I am NOT on a shared license, and I am having the same issue. I doubt the the shared license is the problem, since here I am with the same problem.
That is a good point but I have already found that and fixed it. CC was only able to update some apps. All the purple ones, like Premiere would not. They kept getting the error saying it could not contact Adobe servers, which made no sense because other apps were able to contact the servers and update. Also, I am an Admin for Adobe in our district, but not a system admin so I don't make the packages or anything like that.
So I've just opened up Photoshop on my home computer which is not on a shared device license. I was able to download the Skin Smoothing neural filter; which I was not able to do at work under the shared device license. The download button was greyed out.
That's what makes me think the license is the issue. However *violetrose above is having the same issues, it seems, and they're not on shared device licenses.
