Photoshop crashes on startup every time - Windows 11

Would LOVE to know why Photoshop crashes on startup every time. I've tried virtually all recommendations on this site. The only way to successfully launch the application is by manually removing the 2023 Settings file each time and restarting the program as a first-time startup. No preferences saved at all. I've tried disabling plug-ins, removing and reinstalling the program from CC, etc.

We were able to sort this out by performing a clean installation.

 

1. Uninstalled Photoshop, and InDesign via CCDA

2. Downloaded Acrobat Cleaner and used that to remove Acrobat - https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html

3. Uninstalled CCDA via CCD uninstaller - https://helpx.adobe.com/in/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

4. Deleted the Left over "Adobe" folders located at

- C/Program Files/Adobe

- C/Program Files/Common files/Adobe

- C/Program Files X86/Adobe

- C/Program Files X86/Common files/Adobe

- C/Program Data/Adobe

- %appdata%/Local/Adobe

- %appdata%/Roaming/Adobe

- %appdata%/Locallow/Adobe

- Documents/Adobe

5. Restart the computer and then download and install CCD - https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

6. Reinstalled PS CC 2023 via CCD

Another thing to try, create a fresh Admin account and try with that, still crashing?

@CShubert updated PS and removed the Settings file.
1st launch: works fine
2nd launch (without removing settings file): crash

@Robert Mark Morgan let's make sure you have updated to the lastest version of Ps that was released today, 24.1.1, make sure you do the manual prefs replacement and then let's see what issues remain.

Restating as well that the program opens fine if I manually remove the Adobe Photoshop 2023 Settings file prior to launch.
There's something about that folder.

Installed Visual Studio (x64 version from this site) and PS still crashes. This is just a mystery.
Can I get some instruction on manually swapping out the msvcrt.dll file? Grasping at straws here. The systems file checker should have replaced it already.

Are you suggesting that I disable integrated graphics entirely? Will try adding Visual Studio
