How do I change the color of the PSE 2018 user interface

How do I change the color of the Photoshop Elements 2018 user interface. I often see examples of other with a dark gray interface, but mine is pale gray and I don't find a setting to change it. Is there a "skin" that needs to be imported?

You can't.

Older versions up to PSE10 had dark backgrounds.

From PSE11 on, you get the new light background.
