Clip Frames Jump/Stutter After Adjusting Speed/Duration

When adjusting the speed on a clip from 100% to anything higher, the clip playblack randomly jumps/skips frames while playing in the sequence timeline. When I export the sequence, the clips will play without the random frame jumps/skips. This seems to only happen when proxies are enabled. When I disable proxies, the clips play smoothly in the sequence timeline. This issue began around March of this year.

I'm going to guess that if you used the ProRes proxies, this would not be an issue. Due to the massive computing difference between actual video frames in the file (ProRes) and bits and pieces of frames here & there that need putting together, in a string of 9-70 or more frames at a time, just to display the next frame on the screen.

Welcome to the Premiere Pro forums and thank you for reporting a problem. Would you be able to share a screen recording of the jumps/frame skips?

Some follow-up questions: 

Is this happening with all projects and all file types or only specific files (what is the camera or source)? How big is the project (is this noticeable with only a couple of clips or several)?

As a test, if you import one of the proxy files on its own and add a speed change to it, do you see this happening as well, or only when the proxies are directly attached to the source media? 

And is this with a regular speed/duration change or are you using speed ramps? Any other effects applied?

Yes I can share a screen recording of the jumping frames. The issue will happen with small and large projects. It is happening with ProRes QuickTime proxies, H.264 ProRes proxies and H.264 MP4 proxies. The only thing I've noticed is when I disable proxies it does not happen. I wondered if it's an issue of what file format we are filming in and then what file format we are creating proxies in. However, we recently started ProRes proxies and the jumping frames were an issue before starting ProRes proxies. I attatched a link to a Google Drive file of a screen recording of the jumping frames.
