Exporting a freeze frame is still using proxies

Version 23 installed today, and a basic bug is still not fixed;
I'm working with UHD footage on a FHD project, and when I export a static .TIFF 'freeze-frame' for Photoshop editing, I get a low quality pixelated image. Months ago I discovered that if I detach my proxy files first, I get a true quality export image.
Note; I am not in proxy preview when exporting, Premiere simply exports from the proxy by default!

Hi, 

there is a bug in Premiere when exporting frame. It is exported in low quality (PNG). Im using proxies and toggle proxies to get better quality frame doesent work.

Try using the Export Setting instead of export frame.

This work around is cumbersome - previous versions you could just press shift E. This new process is terrible.

As soon as I detach my proxies, I get a clean export. I can then re-attach them. OTT work-around, but it will do for now

I would use an export frame from the original source clip in the Source monitor.

Use Match Frame.

Is that going to include adjustment layers and LUTs for my V-LOG footage?
And what advantage does this have over the simple 'Export Frame' button other than let Adobe off their bug?

No Adjustment layer etc include.

I'm having the same issue and it's VERY frustrating. When you export your sequence as video, premiere automatically uses the original full res files for the export. Why would it not do the same with stills? When a client says "can you export a bunch of stills so I have options for thumbnails for the video player," it adds so much extra time to to sweep through the project, find a good moment for a still, then have to turn off proxies, then export the still, then turn proxies back on to keep sweeping through. And again, when exporting video, premiere automatically uses the full res files, so why not do the same when exporting frames?

AME is as reliable and stable as the UK economy. FAO Adobe; Why should I settle for long-winded alternatives to work around this bug when there's an easy access button that's not doing its job correctly?

Thank you for raising this issue. I spoke to a colleague and we do have a related bug listed but we're creating one speicifcally to address this issue. A short-term workaround could be to export as Targa or DPX files.

Thanks. Appreciate the workaround, but unfortunately I think that's even more clicks and time per exported frame. I just really want the camera/frame export button in the program monitor to work properly. Glad Fergus and the Adobe gang are gonna get it sorted.

As an update to my previous message, I was incorrect about Targa and DPX files: they are affected by this issue too. The problem seems inconsistent, so retrying the export may work and might be helped by moving the playhead to a different frame, then moving it back again. 

We've got this bug logged now and will be working to fix it. Thanks for bringing it to our attention.

Please fix this - the Export Frame button should export from the source footage - not the proxy. If there is a usecase for exporting proxy shots - maybe make it a check box or something? 

Right now, I have to quickly use the button twice in a row to get the 2nd shot to be from the source.

We've identified the cause of this issue and have a fix for it. It will be released in a Premiere Pro update early in the new year. Unfortunately, it didn't quite make the cutoff for the next release, which is coming before the end of this year.

Adobe please fix this, it's been over a year now since the original post, that's pretty sad that this issue still exists.

Easy work-around: Double click the clip in the time-line which will bring up the frame in your source monitor. Export there (for most users, the source monitor will probably be on your left). Callum.

Exporting from Source Monitor is a semi-decent fix, but it does not include any adjustments (even Lumetri or scaling) or additional images thrown into the timeline frame.
