Problem with Transform Tool

Hi all, 

I've been having this problem with the transform tool for some time now. Not sure if it's a bug or I'm missing something. 

Basically any time I change the shutter angle, the anchor point will go completely out of whack and it makes animation from that point very difficult. Hoping someone has a trick to solving this!

There's been several people over the last couple months had this issue. So ... search this forum for Transform and shutter-angle.
