Hey, I create music videos generally on 4k timelines, I export them at 4k for youtube but recently wanted to try some out on instagram at 1080p for obvious reasons, I am not fond of making a whole new sequence and then having to adjust all the sizes again. So i was wondering if exporting the 4k sequence at 1080 gives the same effect. Seems to be working fine at the moment.

The preferred workflow is to edit in 4K and then simply export to 1080 when needed without creating new sequences, etc.
Editing 4K in a 1080p timeline gives you the opportunity to play with the composition within the frame without any loss.

I am trying to do exactly that. I have shot 4K footage with my drone. I opened this footage in 720p sequence in order to animate (pan, zoom, rotation). It looks great in the program monitor, but render is really bad.

I read your message and you said that your down scaled footage from your drone is of poor quality. Can you show us details about your footage in the File > Properties dialog box or provide a sample? Can you show us a screen shot of your Sequence Settings? I hope the community can assist.
