Adobe Premiere Pro CC 2018 Doesn't Launch.

I just purchased the single app plan, and whenever I try to launch the application there is an error screen saying "The application was unable to start correctly” accompanied by an error code (0xc000007b).

I am running:

Windows 7 Service Pack 1

6 GB RAM

OS 64 Bits

This certainly is a problem of your "old" system. You might have luck if you refresh or reinstall windows. Before that you can also try to install an older versio of Premiere.

Premiere Pro will not function properly with Windows 7 from now on.

Changes to Dolby Decoding and Encoding Support

I recommend performing a Clean Install of Windows 10.  Follow Step 4D below.
