Alpha Glow Problem

I have created a preset Alpha Glow and have effectively applied it to four JPG clips in my video. It works fine on those. I have applied it to a fifth JPG clip and it does not work on those. Any suggestions?

FAQ: What information should I provide when asking a question
Jpg are still images.
The Alpha Glow effect adds color around the edges of a masked alpha channel.
A Jpg does not have an alpha channel.

Its there, but you can hardly see it as the large image is scaled down too far and the glow value is too low.

I cannot increase the glow values beyond what are shown.

Try nesting the still and add the glow to the nest.

- Do you still have the issue when choosing Project Settings > General > Renderer > Mercury Playback Engine (Software Only)? Yes
- Does the problem only happen with your final output, with previews, or both? All

- Can you provide a screenshot or sample movie? Link It works four times between 23 and 30 seconds. It does not work at 53 seconds. It should be appearing around the inset static image.
