No have not seen this before but you can make that in Premier with the Essential Grahpics tool is that is what you mean.

You can make that in a mogrt easily enough. But ... ! It would be only a visual element, not something you could export and then viewers could click on to change where they go in the exported video file. For that, you would need to use a DVD/BluRay authoring app's menu capabilities.

So ... do you need this just for visual purposes in the video file, or ... as a menu item for viewers later?

I'm wondering if the OP wants to do this in PP using a mogrt. Its as simple as pie in AE but perhaps the OP finds PP easier to work on
