Audio transition not applying to clips

• Issue - Cannot apply audio transitions
• Adobe Premiere Pro version number: 23.3.0 (Build 61)
  
• Operating system - Windows 10
• System Info: CPU, GPU, RAM, HD:

  • CPU - AMD Ryzen 9 3900X 12-Core Processor 3.80 GHz

  • GPU and Driver Version - NVIDIA Quadro RTX 4000 v. 30.0.15.1278

  • RAM - 32GB

  • Hard Drive - SanDisk Ultra 3D NVMe - 1TB

• Video format: .wav Audio Files
  
• Workflow details: I am normally able to add audio transitions, but at some random point I'm no longer able to without restarting my computer.
  
• Steps to reproduce - 🤷‍ It has happened repeatedly since version 23. This time, I noticed that I recieved a message on Telegram (Desktop app) and I can no longer apply audio transitions after that. Perhaps the bug exists between Telegram and Premiere Pro.
  
• Expected result - The audio transition is applied.
  
• Actual result -  It doesn't apply to any audio. See the video for results.

edit: This time, restarting my computer did not fix the issue. I can no longer apply any audio transitions to any clips for some reason

I'd try resetting preferences: 

1. Depending on the keyboard modifier (or modifiers) used, the options will be pre-selected in the dialog:

   Opt or Alt: Reset app preferences

   Shift: Reset plugin loading cache

   Opt or Alt + Shift: Reset app preferences and reset plugin loading cache

   Cmd or Ctrl + 3: Disable third-party video plugins

Actually, I cannot apply any transitions of any kind to any clips anymore.

I dried a classic "cross dissolve" on a video clip, didn't work. Tried it again and it worked somehow. Tried it another 3 times and none of them worked after that.

no, doesn't work unfortunately... It really seems to be a bug, since it only started happening since the latest updates
