When playing a variable-frame rate clip on my sequence in the program window, the playback will be blank if the program window's playback resolution is set to anything other than "full". Is this a known limitation of Premiere's VFR support? Or is it a bug instead?

In the bin, select that media, right-click "Modify/Interpret" and select a "normal" frame rate.
Drag it to a new sequence, see if that works better.

Conforming the frame rate via "Modify/Interpret" on the source bin clip causes the audio to to be stretched/mangled. It also still results in a blank playback at frame-rate transitions in the clip.

If it's that far off, I would suggest converting to CFR via Handbrake prior to importing into Premiere ...
