Blinking cursor - loading circle

Whenever i start Adobe Premiere, my cursor starts blinking with the loading animation, and I can't access menus or type anything.

I've looked around for hours and what I have found has not worked at all.

I'm at my wits' end. This program is unusable until I get this fixed.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

Processor - i7 - 13700k 
GPU - Nvidia Geforce RTX 4070 Ti
OS - Microsoft Windows 11 Pro
Motherboard - Prime z790 - A Wifi

C: drive is a samsung 990 pro 
The size is 4TB and it has 2.66 TB left on it.

All my programs and OS is installed on that drive.

I have various other hard drives at various sizes but no programs are installed on them. They are all storage for old video files mainly.

I installed the studio NVIDIA drive and restarted computer but did nothing.

Issue – The cursor blinks constantly with the circle loading animation, and I can't access any of the menus with it doing that.

Steps to reproduce – I just open Premiere and it immediately starts doing it.

Expected result – When i open Premiere i should have a cursor that is not glitching out and be able to access menus.

Actual result – When i open Premiere the above problem starts immediately

Operating system – Windows 11 Version 24H2 OS build 26100.4770

GPU driver version (Windows only) – NVIDIA Studio Driver Version: 577.00

Video format – N/A

Comparative information helps us understand more about when the issue occurs:

Does it affect all projects or only some projects? Happens before i start any project

Does it affect new projects? Can't even start new projects

When did the problem begin? About a week ago i think

Hi @Spirited_Mischief3066 - Can you try and hold down "SHIFT" while launching Premiere and check the boxes
"Reset app preferences" (Backup Preferences first)
"Clear media cache files"
"Reset plugin loading cache"
"Disable third-party plugins (one-time only)"

let us know if that helps.

 

you can also try navigating to device manager under displays and disable either your iGPU or your dGPU one at a time to see if one of those is causing the issues.  What driver do you have for your iGPU?

Thanks for your reply @jamieclarke 

I tried the shift while opening the program thing and clicked the boxes you suggested.

Nothing changed.

As far as my iGPU and dGPU. I went to the bios and checked on the iGPU and it was already disabled. As far as I know I have never used it except when I first installed my computer maybe.

I have no idea how to find out about the iGPU because it doesn't even show up in my device manager.

I do not want to disable my dGPU and turn my computer into a brick I can't get back into.

Do you have any more suggestions?

Hi @Spirited_Mischief3066 - Your issue seems to be a graphics card issue.  I would try and enable your iGPU update the driver and then disable your dGPU to see if that solves your issue.
