I swear this is one of the biggest and oldest bugs in Premiere. Depending on the type of graphics being used, this can make cross dissolves / fading in & out unusable when CUDA / hardware acceleration is enabled (who wants to edit with 'Software only'? that's not why I spent so much money on my computer and Adobe software - to be transported back to the year 2010 performance wise)
See the attached video, how with CUDA hardware acceleration enabled, the first frame (at about 5% opacity) looks like it's about 60% opacity - so basically impossible to get a normal looking fade in. See how my title just very suddenly appears like it was edited horribly by some cheap app on a phone.

This is a known issue and has been for years.
Many of us use Filmimpact dissolve (which is free).
Yes your screen recording is terrible. Please make a new one with screen recording software so its steady and not vertical.

Thanks but you can very clearly see the issue in my video - if you want to skip the context/settings and the comparison to Software Only, just go to 00:57.
Using screen recording software isn't going to show it much clearer than this section of my video (it's also a bit more faff as I have Premiere on 2x 4K screens)
I'll have a look at Filmimpact dissolve..though I think this issue affects gradients and all kinds of logarithmic(?) properties across Premiere

In Premiere------sequence setting menu-uncheck the box --composite in linear color ( require GPU acceleration or max render quality )

Still no solution provided for this...
Changing "composite in linear color" doesn't help.
