Bug? Or how can I turn this off? (Black stripes)

Hi, since a few days, with the new version of Premiere Pro I always have weird black stripes when editing that annoy me. Is this a feature and can I turn it off somewhere? (See attached image)

Delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)

If that doesn't work, try creating a new project and import the old one into it.

Thx for Help.

 

All steps do not work. Uninstalled and reinstalled everything. Also no success.

If I disable "Snap in Timeline (S)" (magnet icon) then the problem is not there. But that is not a permanent solution.

- Nvidia GTX1070 - without problems the last years

- Uninstalled the current Studio driver with DDU and installed the older 517.40 Studio driver. Both the same problem. Older version of Premiere Pro also with the problem.
