Can anyone explain the top bar when scale keyframing in Transform?

I understand how to use the bottom line, but I’m not really understanding how the top line works. When I mess with the keyframes’ angles using the top bar it seems to affect the bottom bar really randomly, there seems to be no correlation between the two.
