At the total end of my video project, I used to be able to drag the Dip To Black to the very end of my video but now when I drag it over to the end of the video clip, it shows a red box and it won't add to the video clip. Am I doing something wrong? Is there an easier way to add a fade to a black screen to end the video?

Dip To Black is intended to being use between two clips but should be able to use at the end as well. Try to use the Cross Dissolve instead.
Still having issues? Launch Premiere Pro while holding down the Shift key and check Reset app preferences. This is often the key to solve odd issues.

I have changed the default transition on the beginning and end of a clip to Film Dissolve, which can be applied via CTRL/CMD+D. If the previous clip is attached to the last clip (no gaps), the transition will only be applied to the end.
In order to change Film Dissolve (which will act as a fade to black at the end if there are no underlying clips beneath) can be changed by searching the effect in the effects panel, right click and choose set as default transition.

I had a same issue. Ending with Dip to black suddenly did not work. What you need to do is to change the End of transition on 50 (not 100). Hope it helps.

I usually keyframe the opacity of a black video clip on the top track.
