Only this one sequence is affected? Very odd. And multiple versions!
Duplicate the sequence. Any difference?
I would try creating a new project and import the problem sequence.
Resetting the workspace was a good try.
Resetting preferences would make sense, and particularly media cache, but I'd try everything else first.

sequence duplicated, same issue
created new project, dragged the sequence from real project to test project, opened in timeline, same issue
opened premire holding shift, select yes to reset, same issue
deleted all media cache files, same issue

Try resetting the preferences:

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.

#Solved! Apparently you can not select a clip when the track Show Keyframes has been set to Track Keyframes (volmue or mute) or Track Panner. Setting the Show Keyframes to Clip Keyframes allows you to select the clip. This was driving me crazy thinking something happened causing premiere to not allow me to select clips any longer, it was because i had set it to Track Keyframes. And it was allowing me to select minimized tracks because that doesnt show the keyframes.
