do you, by any chance, use Fraps (a screen recording software, used for capturing gaming videos)?
Said program has a "FPS Overlay" function and you can deactivate it by pressing F12 (factory setting)
on your keyboard.

Ya as soon as I started BANDICAM, this thing appeared on premeire pro. I just restarted my laptop and started Bandicam again, no issue like this appeared. I think I might have pressed F12 mistakenly. Thank you MAURICEP!
