CC 2017 - Experience lags/stutters during preview playback of video

for reference this only occurs when the video was recorded with the "CQP" option in OBS NVENC encoder; if I choose "CBR" instead this issue does not present

Whenever I import footage that was recorded specifically with CQP I experience lag and stuttering on playback and when I'm moving through the timeline of the video.

Specs:

16GB (11 to Premiere)

GTX 1080

6700k @ 4.6

this also occurs in sony vegas as well.

correct me if I'm wrong, but doesn't that mess with IPB frames so as to make a nasty long GOP that chokes your processor?

Not sure. All I know is that I've tested it and it is the only one that causes this issue, but it's also the best option to record in IMO as it gives near lossless quality.
