Closed captioning being stripped after transfer

We are creating a program for broadcast that needs to be closed captioned.
We created a 608 format captioning line and exported that Quicktime file. Caption options set to "create sidecar file" and "subrip Subtitle format."
That file shows captioning fine with a VLC viewer.  But when that file is transferred to another machine/user the captioning is not found.screenshot export setting.jpgscreenshot time line.jpg

If you want to use a sidecar file, you must transfer the video/audio file (.mov) and the .srt file.

Most broadcasters have wanted a 608 stream embedded. Have you been instructed otherwise? Also, the typical sidecar for 608 is .scc. Is there a reason you are using srt?

We changed some settings and are embedding the captioning.   It seemed to be working now.   Does it have to be exported as an .mxf file?   We would prefer to do a .mov file.
I've attached some screenshots of the setup.

LATEST

PR will embed 608 and 708 in MXF. It will only embed 608 in mov.
