Two issues with captions. 1) Premiere at random combines two captions and creates a new one between the originals. I can deal with this on :30 spots. It's annoying but we can work around it.
2) and MOST IMPORTANT - Captions exported as an .ssc are GARBLED. Completely random characters. Open captions are fine, so we know they are created correctly, but when uploaded to Vimeo or YouTube, the ssc file is useless.
Any fixes for these issues???

(1) When you create the captions in Premiere are you creating them from scratch using the 'captions' window in Premiere? Is the combining happening on export or during playback?
As for (2) are the captions also garbled when you export as a .srt file? I find .SRT works better with Vimeo and YouTube captions.

1) Creating from scratch. The combining happens whenever you close and re-open the project.
2) I will try an SRT file.

We found that resetting to an original work space - and not using any custom ones - seems to have solved the garbled CC problem. That's annoying, but I can deal with it -
HOWEVER - CC2018 is EVEN WORSE then CC2017 at combining captions and inserting new, combined, captions THAT SHOULD NOT EXIST!!! How do you release a product that does this - and does it CONSISTENTLY. This is a MAJOR bug.
