Why can't I just create a new project, choose a location, and then import media, like always? So simple! I have NOOOOO clue as to how to create a new project. I end up with a jumble of files I don't want in my project. I have NO IDEA how to select media. I don't want to create a sequence. I want to create my sequence as I go along.
You can do exactly that. Launch Premiere, click New Project, type your project name in the top left, choose your project location next to that, and click Create in the lower right. You'll have a brand new blank project to import your media in the "classic" way. No need to import before creation.

Thank you. Now I know. So confusing. As if life isn't hard enough. 🤪

Yea, it is at first. As far as the team was concerned, all they did was removed a set of options few users used on the new project dialog with some options for simpler projects use that some would use.
And it confused the Hades out of everyone. It just isn't nearly as obvious you can skip those options as they thought it was.
Been a right royal pain for many.

I wish I could yell this directly to the developers but because that's not easy I'm going to do it here. OP, you are wonderful and this isn't directed at you...
This "new project" dialouge that we have all been using for the last 2 years is trash and I'm really tired of it. The only useful peices of the whole design are the Project Name, Location and "Create" button. These essential peices that I use everyday are tucked away in hard to reach corners of the screen and it is a huge pain in the butt to use in a real life professional setting. I'm connected to a SAN and I use folers in the finder not a cloud or stupid templates for making home videos of my vacation. This should be simplifed way down. It's absolutly insane that we've been putting up with this for this long. Please create a check box for "system dialoge" that let's the OS handle the file managment. Adobe's is very bad and the developers should feel bad. 🙂

First ... typing a Name, selecting Location, clicking Create is the same process as twas before. Other than Create is a long freaking way across the screen and we SHOULD be able to tab directly to it. Having to mouse to the Create button is wrong and should be changed.
Second ... most professional users probably won't import anything from that screen.
Third, it is in many ways a replacement for the awesome Ingesting capabilities of the defunct Prelude, including copying media from card to specified location on disc with cheksum checks, renamig et al.
And ... it's probably the best way to add spanned clips to a current project. Even over the MediaBrowser panel.

So what do you do if the 'create' button is dimmed and. you can't create the project?

I can't find a way to make the Create button stay greyed out. But every time I do "something" (e.g. select a folder, deselect a folder, go into the path setting, name the file), I see the Create button grey out, and then go active. I wonder what might happen if the default path is no longer available (e.g. external drive unplugged).
If nothing works, I would reset preferences.

This is very confusing to me as well. I ended up just choose a media to create a new project before I found a solution here. Sometimes the Create button is greyed out and I have to restart the application. Why did they have to change everything that's being used for years. All it does is confused people. They need to add features, not remove it.

As has been explained many times, that's exactly what they feel they did.
From their point of view they did two things:
The process for constructing a larger project is still the same ... type a Name, select a Location, click Create. We did that on the old dialog, you do that on the new one.
Yes it looks different, and because of the way the "Create" button is WAY the heck away from Name/Location, it sure wasn't nearly as obvious you could ignore the 'import' option as they assumed it would be. (And yes, I've argued this with the engineers via email and at NAB.)
They really don't see that the operation for most of us has changed in any way whatever. So, we have to grab the mouse to get to the Create button ... they're not sure why that's such a Big Deal.
I did argue this point with them ... but sadly, I doubt we're gonna get the Create button moved. And maybe not even get to do something like tapping tab/enter to go from 'location' to Premiere creating the project.
The new project start process is actually, as I've learned, a fantastic new tool for a good sized group of professional editors. In especially TV newsrooms, they'll have maybe 8 stories assigned to an editor for the 5pm news. Someone has built a folder for each with a few shots of the 'remote' crew showing 'the scene' and giving an on-site talking head. There's a few possible talking-head expert shots. And some graphics.
The Job ... is to take each of those folders, make a 2 minute 'final' and a 30 second 'final. In an hour or less. And this new import page is awesome for that workflow need.
Are you and I ever gonna need it? Highly doubtful. Does it help a significant group of professional editors? Yep.
So what it comes down to, from their viewpoint, is they:
From our viewpoint, it:
That last bit, the having to leave the keyboard to MOUSE over to the Create button, could be fixed simply. IF we can convince them to do so.

When the end user is no longer the primary consideration in UX design...happening everywhere. Just look at what they are trying to do with Acrobat.

Oh wow. I was completely confused as well. The fact that this browser/import screen works horribly even when you DO want to use it, didn't help either. But I was completely lost. If your UI design causes people to have to search on forums for how to do the simplest task, your UI design failed. Don't they test these things with test users or something? Baffled.
Annnnnyway, thank you @Jeff Bugbee for the answer.

The devs thought it was a simple replacement of options no one used with a workflow that is actually quite spiffy for some ... such as newsroom work.
They actually expected the rest of us to realize we could skip it, and simply do the Name, Location, Create ... then build our projects in the ways we always have. Which ... well, yea, it wasn't as obvious as they thought ...

Add another to the utterly confused list. What a terrible implementation and that import dialog makes my machine absolutely crawl when I try to select media. Half the time I have to restart Premier because the create button is permanently greyed out. Who thought this made things better?

As so often noted, do NOT use this for most workflows. We aren't and weren't expected to.
Type a Name ... select a Location for the project file ... click Create ... just as you did before.
And ignore the other options just as you did before in the old new project dialog.
And just like before, your new blank project opens up, and add assets via the Project panel or MediaBrowser as you always have.
This was a replacement of the group of rarely used options of the old dialog, with a process that is actually very slick for certain users. And again, designed to be used only by those users, not the rest of us.
For say TV newsrooms & such, this has been a godsend. Speeds the process every one of their short little projects they make by the bunch each day.
And doesn't affect the rest of us in any way I can see. Same process ... just different options to skip.

I said above that I could not find a way to get the Create button to stay greyed out. I have now: just delete the Project name. So, for example, if you open PR and click on "new Project," you start with the focus on the Project Name field with the default ("Untitled") selected. If you accidentally (or otherwise) hit the Delete key, the Project Name will be empty, and the Create button will grey out. If you don't notice that the project name field is empty, you can try lots of other things (Project Location, selecting media files, clicking on new sequence, etc), but nothing brings it back.
Also, once you delete the default Project Name ("Untitled"), you can "Exit" from the creation window, but when you again pick New Project, the Project name is still empty. You must restart PR to get it back. Of course, the workaround for this problem is to just type a Project Name in that field.
If you have something in the Project Name field and "Create" is greyed out, I have no idea what could cause this.
It is a problem because there is no way to get to "edit" mode without using "Create" on that screen.

I had the same issue and it took me a while but I figured out. Somehow I had selected multiple folders and I couldn't create the project. Check in the lower left if you have folders selected, Right-Click and Clear All. Then you should be OK to create project.
I work in UI/UX and this is TERRIBLE Adobe.
Hope this helps someone.

WORST. UPDATE. EVER

The new procedure for creating a project involves an unnecessary number of steps, a hidden tick box, greyed-out options, and a menu that, while it may appear aesthetically pleasing, is incredibly frustrating and time-consuming for users.

That is an option that you may or may not find useful. If not, don't.
Do as before ... type a Name, set the project Location, make sure nothing in the middle "media" section or the options upper right are selected (that's sticky, de-select once, don't worry about it again) ... click Create.
It's a bit different than the "old" way of say 2021, in that the options are different. The look is different. And for those who need fast quick project creation like TV newsrooms and such, it's been a great help. I've talked with some who found it a HUGE benefit.
It's not something I expect to ever use much. Name/Location/Create, and I go to the Project panel or MediaBrowser to add assets.
Although on the Facebook pro editors page, one pretty hot editor noted that he's actually found it incredibly useful when he's adding media to a current project, especially "spanned files" ... that it does a really good job of getting those complex files into Premiere correctly.
Fascinating, but I don't work with spanned files much.
