file size remains even resolution is reduzed

I reduzed the resulotion from 3840x2160  to 1920x1080

The file size remains at 221MB

What do I have to do to decrease the filesize accordingly

Lower the bit rate to reduce file size. Use Variable Bit Rate instead of Constant.

If possible, use H.265, which can produce the same visual quality at lower file sizes than H.264 (generally speaking).

Audio quality also affects file size, so reduce that if it doesn't affect the perceptible quality.

If you export at a different size ut use the same bitrate, which is the amount of data per second, then the file size will be the same. When you lower the frame size, also lower the bitrate. Using the output presets provided by Adobe under H.264 always works well.

File Size = Bitrate x Duration.

Parameters like resolution and frame rate have no impact on file size.
