When I drag and drop files onto my timeline, premiere zooms the clips in for no apparent reason, as seen on the left image. Why? Thank you

Why? Because your sequence settings does not match the footage:

Drag footage in to the New Item Icon or into a empty timeline.

The issue that you are facing may occur if the Frame size is set to a smaller resolution in the sequence settings. As suggested by Ann you may try dragging the clip on the New item icon in the Project panel or you may right click on the clip and select New Sequence From Clip. If you want to change the Frame size for the existing sequence, you may do so by selecting that sequence in the Project panel and then click on Sequence > Sequence settings. Then set the Frame size accordingly to match with the original clip. Hope it helps, let us know if you have any questions.
