Frames Washed Out/Desaturated When Exporting

When I export a video (about 30-40 minutes long), there are a few frames at almost 2 minutes that are desaturated/washed out and lower quality; the problem occurs at the same exact spot each time. However, in the preview window of Premiere Pro, everthing looks right -- no issues at all.

 

I am including the following screen shots:

  • H.264 export result right before the problem starts
  • H.264 export result right after the problem
  • H.265 export result right after where the problem was happening
  • Premiere Pro preview right where the problem should be

 

The odd part is this: a few frame earlier, with the same exact text and background (nothing changed) everything is fine. It doesn't make a difference if I export directly using Premiere Pro or through Media Encoder.

 

What I'm Using (all up to date per Creative Cloud)
Premiere Pro v 24.3
Media Encorder v. 24.3

Camera Raw v 16.2.1

 

My Export Settings

Format: H.264

Fame Size: Full HD (1920 x 1080)
Frame Rate: match source
Field Order: match source
Aspect: match source
Render at Maximul Depth (checked)
TV Standard: match source
Use Maximum Render Quality: checked
Render Alpha Channel Only: unchecked
Time Interpolation: Frame Sampling

Performance: Software Encoding
Profile: High
Level: 5.1

Bitrate Encoding: VBR, 2 pass
Target Bitrate: 30
Maximum Bitrate: 50

Effects: on, but nothing checked
Metadata: on, but nothing checked

 

System Changes What I Tried

Disabling "Effects" in export settings - no difference

Clearing Adobe cache (Edit > Preferences > Media Cache > Delete) - no difference

Checking for updates - updated Premiere Pro today, made no difference

 

I also ran various tests to see if anything improved.

 

Test 1: Export only a couple minutes that included that section

Result: the problem did not occur.

 

Test 2: Export from the beginning of the video to about a minute after the impacted section

Result: the problem did not occur

 

Test 3: Export full video as HEVC (H.265)

Result: the problem did not occur

 

Thus, this seems to be limited to H.264 and when I export the whole video.

I tried the following:

- Create a brand new PrPro project
- Replace the background imagewith two others: (1) a simple gradient and (2) a remake of the original design

 

Before are before and after images showing the differences (or lack thereof) one second makes:

 

Test - Remade PNG Before.pngTest - Remade PNG After.pngTest - Gradient PNG Before.pngTest - Gradient PNG After.png

 

 

This way, I'm trying to see if it's a problem with the project or the image itself.

 

Here are the results:

- New Project Gradient: color slightly off, text pixelated
- New Prjected Recreated Image: no change seen

 

For some reason, one PNG is causing issues, but the other is not, and I cannot figure out why.  I've attached the original PNG background, the remade one, and the gradient.

 

Does anyone have any ideas what's going on? I can't figure out anything.
