Ghost files after export, MacOS Catalina

It has been happening with both Photoshop (which now appears to be fixed), and Premiere CC 2019 after updating to Catalina on my 2018 Macbook Pro. After I export a file, I can see that file in the save window during the export but once it's exported it is nowhere to be found - almost like a ghost file. Sometimes I find random work arounds like saving to Dropbox instead of my desktop but that seems to work inconsistently. But right now none of my workarounds are working and I am trying to export a final project file for a client and cannot seem to export to any location in which I can actually access the final file.
