HDR output to monitor clipping

The output in HDR mode, both PQ and HLG,  to my monitor is not correct. Blacks and whites get clipped. In HLG mode that my company (NRK.no) uses the black clips at level 136 (8.2%) and white clips at 93%. Sending the signal to a calibrated (With Calman) Panasonic TX-65HZ2000E 1000nits OLED monitor through a Black Magic Ultrastudio 4K Mini box. Every automatic functions on the monitor is OFF.

When using Davinci Resolve the levels are perfect on the same screen. If I export the program from Premiere and view it in Davinci Resolve is also 100% correct. This seems to be some issue between Premiere and my monitor…the digital levels out from Ultrastudio is correct on a scope so there seems to be some hidden information telling the screen to change levels.

 

A solution can be to make a manual calibration special for Adobe Premiere, but its not ideal.

 

Anyone had a problem like this and found a solution?
