[HELP] Premiere exported video freezing on frames.

I have exported a project from Adobe Premiere as H.264 video file it exports fine. The Problem is when I view the video, During the video I made Icons popup at specific times when I set that time point in the timeline bar to when the icon should appear the Icon shows as it should but only shows that frame continuing the video. This goes for all frames of my video I skip to any time point and it shows the correct frame only to remain on it as the video progress. I am on a Windows PC but did copy the video to my Android getting the same result.
