Help reducing motion blur

I have a video of a flock of fast flying birds. Shot at 60 fps and slowed to 30%.  Of course there is motion blur. Is there a way to reduce the blur in Premiere?

Or has anyone tried using Topaz Video AI?

I used AVCLabs video Enhancer AI to reduce blur in the video. It is enough for me to enhance the video quality.
