How do i stop my timeline previewing with cursor

i can select and move it but i like using just the top part to move it can somebody help

From the video you showed it's difficult to tell what is happening, if you could include a full screen preview that would probably help. the area you clicked on in the Timeline is just the empty space above your tracks clicking and dragging in there never does anything from my experience. Moving the playhead (The blue wedge where the numbers are) changes the display in the Program panel.  Is the problem that you can't drag the playhead in the Timeline?

You can press <SpaceBar> to start the video playing. 

Each panel has a name, so, do try to learn those panel names if you are going to continue with Premiere. It's the most basic thing. 

Are you "missing" the transport controls on the PROGRAM monitor (panel). Click the WRENCH icon on the program monitor and make sure "Show Transport Controls" is on/checked. That will give you buttons to control playback.
