How to create a dropping horizontal line that reveals a lower third?

Can this be done in Premiere Pro? If so, I cannot find an appropriate tutorial. My fear is that it is a task for After Effects.

Can someone give me a clue or supply the related link?

One way you can do that is to use the titler to make the line and keyframe its position.  Keyframe the crop effect on your media as required.

I think I would composite a Linear Wipe and a Line Graphic using keyframes.

ie the Linear Wipe on the Graphic follows the Line motion to reveal it
