How to minimize "specking" / bright pixels for GIFs?

Sharing a sample below. There's plenty of "specking" in the GIF. What's the right way to minimize or eliminate that?

Hi @curiouscat951,

Thanks for the note. I would attempt making the GIF in Photoshop where you can have a lot more control. See if that works for you.

I would prefer a Premiere Pro CC solution if possible please. I am simply converting a video snippet into a GIF, so I don't see how Photoshop can help?
