Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.
That will fix the problem.

Hi pixve!
Thanks for writing in. Can you try resetting preferences and see if that helps? https://community.adobe.com/t5/premiere-pro-discussions/faq-how-to-reset-trash-preferences-in-premie...
Let us know.

Im encountering the same issue, so i put it in No Input as they advised and configured all the drives, but its still not working, I cant seem to locate the problem. I tried listening to the audios assuming that the problem are the files itself but they played without complications?

My source footage plays some audio channels (when this happens, its usually only channels 1 and 2) and disregards others. Audio hardware input does not help.
