The processor name indicates that it is a mobile processor and not a desktop or workstation processor and that may be the problem.
Which computer do you have, brand and model number?

Since it´s an integrated graphics card i would go to Support for Intel® Iris® Xe Graphics and update the driver you have today. Scroll down on that page to find Intel® Graphics – Windows* DCH Drivers and download the driver dated 9/27/2022.
Install and re-boot the computer when done and see if the CC app will give you Premiere Pro as an option to install.
