just upgraded to premiere 23.1.0 and the blue timeline bar feels ultra laggy

just upgraded to premiere 23.1.0 and the blue timeline bar feels ultra laggy. anyone else experiencing this? I even did a computer restart but the problem persists. dragging stuff around the timeline is really laggy too. dragging heads and tails of a clip on the timeline is laggy. Everything is laggy when it comes to the timeline besides video playback. but i can blue line stuttering as it plays back in time on the timeline. its making it difficult to work in real time and get anything done.

Yes same problem here after updating. After a while the timeline get's less responsive. Never experienced this before.
Specs:
Windows 10 (up-to-date)

Intel Core i7-5930K CPU
NVIDIA RTX 3060 GPU (latest drivers)
32GB RAM
Seperate SSD's for software and caching
