I can't get anything to playback and I've got the same error. Also, when quitting PP it hangs and have to Force Quit. iMac Retina 5K, late 2015; running OS 10.13.6; 32 memory; 4Ghz processor
Adobe please help...on a deadline!

Same, the program is completely worthless right now, no playback, no graphics, no color, constant hanging and crashing. I'm installing V12 until this is fixed.

Im having the same issue. rebooted computer, uninstalled, reinstalled premiere v13.
Macbook pro 2018 32gb ram intel i9
dont know what to do as im in the middle of a project and cant open it in version 12... any suggestions??

I'm not sure why someone marked this problem as "answered", as it certainly has not been answered. I'm just working in V12, wondering when I can update to 13 again without the whole thing quitting on me. Adobe? Hello?

I do not know how somebody marked my comments as answered, but I deleted it so the issue remains in the Discussion. I have the same issue but using now cc2018 v12.12 Premiere. In my opinion the issue is still affecting me and you and probably a whole bunch of users. That issue needs to be addressed by Adobe.

I've got no idea if it's connected, but I was working in the graphics panel when this error first started, and it continued to hang up whenever I'd go back to graphics. So I'm avoiding graphics panel work as long as possible in case it was a trigger. At some point I'm gonna need it though.

Why is this marked as an answer? That is not the answer at all - I have an international documentary overdue and this software is worthless at the moment. I am making excuses daily, but thats not going to work for long... The software crashes all day every day.... its rubbish right now.

This is a temporary solution at best.
The low level - scopes issue will happen again given a little time.
Then, your project will not open.
Huge pain and time suck.
This is a low level bug in the code. Please fix.

Press Alt (Windows) or Option (Mac OS) while launching Premiere Pro. You can release the Alt key or Option key when the splash screen appears.
To reset preferences and plug-in cache at the same time, hold down Shift-Alt (Windows) or Shift-Option (Mac OS) while the application is starting. Release the Shift-Alt keys or Shift-Option key when the splash screen appears.
If you don't see the list of your recent projects on the Welcome Screen the next time you launch Premiere Pro, the preferences were reset correctly.
NOTE: Nothing happens to the project files; it's just that Premiere Pro's recent directories are wiped off too. Navigate to your project location and open it from there.
