The fix is in the link I posted earlier.

Edit: there used to be a link to the exe.

There is an easier solution.

I figured it out.  The solution to the problem is simpler.

You have to look up all the C++ files.  There are a few.  Then you need to click the MODIFY button.  This allows you to repair the files.  Once you have done this to all the files... you then need to restart your computer.

There is no need to reinstall Premiere Pro or Rush.  Once you restart your computer the fix should correct everything.

I'm having the same problem with Premiere.  Lightroom and Photoshop work fine.  I uninstalled and reinstalled Premiere.  I also went to Microsoft for the latest Visual C++ update.  No help.  Why is Adobe ignoring this isssue?  Others are having the same issue.

There are a  number of copies of the file on my computer in many locations.  Where is Premiere looking?

Thank you.

I don't have a CoreSync folder in my Adobe Creative Cloud folder. I do have a CoreSync folder in my Adobe/Adobe Sync folder, and it contains a customhook folder, but there is no vcredist_x64.exe executable inside.

I'm running Win11 Home, 21H2. I have 32GB of RAM and an Intel(R) Core(TM) i7-9700 CPU @ 3.00GHz processor. I updated all my Adobe apps including Creative Cloud.

Should I totally uninstall the full Creative Suite and reinstall?

No point in reinstalling, you need to fix this windows issue first.
