It looks like you have a 4 ch multi channel sequence, is that what you intended? You could try making a stereo sequence to see if this makes any difference. It is also quite a good idea to use the inbuilt bars and tone to test faulty sequences as this rules out any problems with your source footage.
It also looks like this is a Premiere question, it might be worth posting in that forum, the forum Mod may move this post.

i am facing a issue My Left side headphone is working fine but right side is too low...

You have a serious mismatch there. The clip is Stereo, you have placed it on a Mono track and the Mix is set to 4 channels and that is an issue.
The quick fix is to go to the Project panel and drag the clip to the New Item icon and let go of the mouse. (See the attached image)
This will give you the correct audio tracks in the timeline and the correct Stereo mix, so try it! 🙂
