My system is as follows:
Dell XPS 15 9560
i7-7700HQ Quad Core Processor
16GB RAM
512GB Solid State Drive
NVIDIA® GeForce® GTX 1050 with 4GB GDDR5
Windows 10 Home OS with latest Creators update
For the past month or so, I have experienced a mysterious issue that seems to have no resolve-- unpredictably, on startup, premiere 99.9% of the time presents the dialogue "Adobe Premiere Pro could not find any capable video play modules. Please update your display drivers and try again."
Prior to this past month or so, I was able to run Premiere and After Effects with CUDA flawlessly, and now I can't even open Premiere, or use GPU acceleration with AE.
Here are all of the proposed solutions I have completed and their outcomes:
1) In the NVIDIA control panel, under "Manage 3D settings" ensure that the Program Settings for Premiere and AE have "High-performance NVIDIA processor" selected as the preferred graphics processor.
Outcome: Before and after laptop was rebooted after selecting these settings, the error dialogue persisted to display. Fail.
2) In the NVIDIA control panel, under "Manage 3D settings" select the preferred global graphics card to be "High-performance NVIDIA processor".
Outcome: Error dialogue persisted regardless of selection. Fail.
3) Make sure all of your graphics drivers are updated, in my case, Intel 630HD (integrated) and NVIDIA GTX 1050 (dedicated) cards. I have the latest drivers installed from their respective sites as of June 5th, 2017.
Outcome: No change-- after installing the latest drivers, the problem resumed as before.
4) "It's a problem with your switchable graphics cards, which can be set from switchable to fixed in your computer's BIOS."
Outcome: I accessed my laptop's BIOS (Dell), and within the menus there was no option to select a graphics card. I thoroughly exhausted all of the BIOS menus. Fail.
5) "The latest Adobe update may have crashed your system-- perform a clean installation of Windows 10 with the creators update and reinstall Adobe products"
Outcome: This was the solution with minimal success. I successfully installed a fresh version of the latest Windows and my Adobe programs. I received the error dialogue upon first startup of Premiere, but then realized that I forgot to select the preferred graphics to be the GTX 1050 in the NVIDIA control panel (I never had to do this before this problem came up though, premiere would automatically resort to the GTX 1050 without it being selected in the NVIDIA control panel...). So that was the first warning sign. However, after I selected the GTX 1050 as Premiere's preferred card and restarted the computer, Premiere started up flawlessly, without any video module error dialogue. So I thought I finally caught a break.
The next day when I began to work (today), Premiere once again booted up without problem. However, I realized that I had disabled an audio driver on startup that would be necessary for me to use my headphones. So I enabled the audio program in task manager, then restarted the laptop because I needed to edit with headphones. So after rebooting my computer, and opening up premiere, I am once again presented with the error dialogue about video modules. It was only five minutes before that it was working!
I tried disabling the audio program on startup again in case that something to do with it (but I'm almost completely sure the two aren't related in any way) and restarted the computer, but no success. I then reset the preferred settings in the NVIDIA control panel hoping that would trigger some response, but nothing. Fail.
So here am I now, out of ideas and unable to perform my work. It seems like this problem randomly affects my system, and it was working perfectly fine up until a little over a month ago. I would greatly appreciate any tips or solutions--I am extremely in need of answers.

After finally reinstalling the Visual Studio C++ Redistributable files, as recommended by jasonb82199422 Premiere is finally able to run on my laptop. A detailed description of how to go about this process (on a 64-bit system) is as follows:

You sir are an absolute life saver, I had this on Windows 10 64Bit with an Nvidia 1060.
Spent half a day on this, nothing worked -- followed your instructions and I'm in!!
