The Paint Bucket effect disappeared from my Premiere; it’s not where it should be, and with its disappearance, all my presets that used the Paint Bucket are also gone. I use this effect a lot; it makes no sense for them to remove it from Premiere. My current version is 24.6.1
For PNGs, you can use Alpha Glow for a quick stroke effect. Alternatively, use Drop Shadow and apply it 4 times, each incremented at a 90-degree angle to create an outline.
Found a fix for this finally - go back to an old file where you used the Paint Bucket effect and save it as a preset. When you drag it onto a new element in a new file, it functions the same as before.

It's not really what I want actually, I'd like it to work like Photoshop's stroke effect, where I can just drag a PNG without a background and apply the effect to add a stroke around it. I don't want to deal with geometric shapes or have to manually create an outline around the PNG with the pen tool. Anyway, I think I'll just have to do it in Photoshop and then bring it into Premiere...

Thank you, the drop shadow worked great. I just saved it as a preset.

I wish Premiere would bring the Paint Bucket effect back. I was so disappointed to see that it disappeared after I updated.
I mostly used it to add strokes, so I'd be happy if they added a Stroke effect to replace it.
Making a graphic as a backdrop is not an alternative for more unique shapes.

For unique shapes you can use the Pentool and add a stroke.
