Paste and Paste insert greyed out

Good Day

I use Paste insert as a shortcut often, and suddenly it does not work. I select a clip in the source panel, it has in or out points selected, or usually it will just 'Paste Insert" the full clip, but it is all greyed out if I go to the EDIT drop down menu... please help. I have attached a screen shot.

To insert a clip with In/Out points from the Source Monitor, use Clip > Insert or press the comma key (,).

yes, we know that's how you do it, but what jjxwatt is asking and what I want to know is, why is that not working?
