Playback speed issue

I import my media its game film captured from a el gato Hd60.  I use the setting of the clip,  never adjust the speed in any way, Start working with the clip.  Half way through while I'm previewing it I get Red Screen flashes in the play back and some times the whole clip will speed up to 3x.  I figured it was just a preview issue but when i exported it the 3x speed still persisted.  I'm not sure how it happens to just part of the clip not all of it.  Its not consistent and it happens randomly and will ruin a project

Any help will be welcome.

Screen capture programs often use Variable FRAME Rate, which does not edit in Premiere

convert to constant frame rate with https://handbrake.fr/ open source transcoder/converter
