Possible Transparency or Color Issues With Exports?

I have been noticing recently some issues with exported pieces from Premiere. If exporting as an Apple Pro Res 422 codec .mov file, no issues. But once it is converted into an H264 .mp4 file or uploaded to YouTube, seeing some odd box patterns (see screen shots below). Almost looks like a transparency issue but its not a consitent checkerboard pattern like you see from a transparent/opacity issue.

This graphic was created in After Effects as an animation. Brought into Premiere and thing exported. But seeing the same issues with just a colored background and text on top as well.

Any ideas on how to fix it?

I am working on an Apple iMac Pro updated to Catalina OS.

So as a follow up, I did an Apple ProRes 4444 mov export and converted that file into a High Bitrate H264 .mp4 and got no lines. So might be something with the ProRes 422 export.

Can you show your entire H.264 export settings?

Sometimes switching your renderer from OpenCL/Metal to Software can resolve these types of issues. I'm not saying that is the end-all solution, just the next step in troubleshooting the root cause of this issue.

Here are my mp4 export settings.

Again, I only noticed the odd marks with the Apple ProRes 422 export. Not the 4444 export.

Are you exporting ProRes from Premiere, then converting that ProRes file to a H.264?

Can you export a H.264 directly from Premiere?

Yes, exporting from Premiere. Then converting in Adobe Media Encoder to an .mp4.

But noticing the same weird issue when uploading the same Apple ProRes 422 .mov straight to YouTube. And seeing the same issue with an Apple ProRes 4444 .mov straight to YouTube. But not seeing it in the .mp4 conversion.
