4K 30FPS video (size: 2gb there is also this problem in lower sizes) only when playing without applying any effects, the video plays, but the timeline also moves by inserting the time bar of this samsung 990 pro and 980 pro ssds my current capacities are 1tb occupancy rate is 60%, I think my other information is available in the photo

At only 6 full cores, that's a farily limited CPU by needs of an NLE in near-2025. So right there, you're not running a rig fully built for editing especially the higher framerate and framesize media. Throw in some effects ... not gonna be fast.
So the comment to use proxies is wise. And definitely a i-frame, like the ProRes 1/4 res proxy option Premiere has.

yes, I'm still having problems when I set the default input setting from audio hardware to no input, it instantly improves, but even when I do the smallest operation (I pulled grid lines with the help of a ruler), the timeline bar moves by pausing for 3 seconds, even though I don't have any effect on the video and play, and in the playback 1/4 setting, I also visually add my computer hardware information. i'm not having any problems with the 2024 version

There's a very hard limit as to what that computer can do, because as noted above, the CPU only has six cores.
Two things come into play here. First, Premiere is being continually coded to utilize more cores at a time. So more things in the new version are designed to be done at the same time, and your rig doesn't have the core count to do that workflow.
Second, with the fewer cores, it simply can't process the total load 25.x is designed to use. As yes, it's more complex and capable, and also, as always, more demanding of hardware.
So moving from 24.x to 25.x would mean some things won't work as quickly on that rig as you would like. Been there done that I don't know how many times myself.
