Premier unable to start correctly (0xc0000142)

I saw some other posts similar to this but none of them had a consistent solution.  One of them had a response from an Adobe employee saying the only fix was to entirely re-install Windows on my machine, which seems like a pretty extreme "solution."  As per another post, I've updated my computer's security settings to allow Premier through Controlled folder access but that didn't work.  Are there any other known solutions to this problem?  Or do I really need to re-install windows?

Thanks for the help.
