Premiere 2018 - where to download?

I can't find out how to install 2018 from Creative Cloud anymore. We rolled back our entire post facility to 2018 after 2019 was a complete disaster for us and won't be updating to 14 until I have evidence that the Frame Subsitution bug has been addressed. We desperately still need to install this on new machines in our facility and machines for remote workers, can someone help?

The page you link is for the exceptions to the rule. The rule announced some time back is only 2 versions, so with the release of 2020, only 2020 and 2019.
However, try this page:

Great, thanks for your help Stan.
I am now able to download version 12, but I need 12.1.2. CC is now showing version 12 under my list of apps, but doesn't show any updates available. This new CC app design is really poor, before I was at least able to easily locate specific updates. Any idea how to get this updated? We won't be able to open 12.1.2 projects on 12.0.

In PR, look under Help -> About. It should be the final version, 12.1.2.

I'm afraid it's definitely 12.0.0. I thought it seemed very weird to not supply the latest version, but that's all I can find.

I know, it's not good is it! I do have he update option, but it takes me straight to the CC app which doesn't show any update options for 2018, but does for 2019.

It shows me the attached. The 'Looking for older versions' link takes me to first link I posted, which is no use at all.
Thank you so much for your help here, but it's looking like Adobe have pulled updates for this version. This is really dreadful, updates to older versions should be downloadable. If 2019 was even usable by its final release then I could possibly understand, but it wasn't a functional or reliable product in a professioanl envrionment. The only option we seem to have is cloning and deploying system images which have 2018 installed, but this is no use for our freelancers working from home who we need compatibility with.

For quite some time the direct download links have only been version .00, and no updates were released in that manner, IE: you must update from the CC app - and they arent available now on that other than the last year as Stan mentioned.

In the Kevin Moynahan link I gave, he confirms that this is all, and that the 2018.0.0 will be pulled at some point.

Yes, this is the case. This download will not be around much longer either. There was a policy change earlier this year. Very sorry for the inconvenience.

FYI Frame Replacement will have a preference in 14.1

Well that is music to my ears! This 'feature' has been the root cause of most of our promlems with 2019, but it was also completely unstable and glitchy in 100 other ways. I hope this is all realted to the Frame Replacement issue and that everything will be solved in 14.1.
I had a freelancer come to me today wondering where they can download 2018 so they can work for us remotely. I had to tell them Adobe won't let them...

This feature hasn't arrived. 2019 and 2020 are still completely unusable for our entire facility.
