Premiere pro 2019 & 2020 render issues

Hi all!

My friend has a custom built system for premiere. In the last month or so he is experiencing freezes and very slow render of HD projects (timeline render). 

His system specs are:

WIN 10

Intel Core i7 @ 3.00GHz Kaby Lake 14nm Technology

2047MB NVIDIA GeForce GTX 1660

RAM 32.0GB

Storage
465GB Samsung SSD 970 EVO Plus 500GB 
232GB Samsung SSD 860 EVO 250GB 
3726GB Western Digital WDC WD40EFRX-68N32N0 
931GB Seagate Desktop USB Device 

All of his projects are on the 465GB SSD.

Already checked all of the possible hardware issues and there are non. The issue is only in premiere during rendering.

Also Already tried switching off the mercury core and updating the CUDA drivers. 

tried rendering from different drive and still the same issue. 

Is there is something more to check?
