Next time you launch Premiere, hold the Shift key down, and select to dump all cache files. That may well do it.
Next is of course trash preferences, there's information in the help for that of course.
Also, is this on new projects created in 24.x, or projects from 23.x updated to 24.x?

Thank you for your reply, I tried to do as you advised but got no results.
the problem occurs both with projects from other versions and with new projects

What's your media involved? Any other effects in use?
And is the driver used by your GPU a "game-ready" or Studio driver?

I am using the studio drivers.
the problem unfortunately occurs with any project even the new ones without any media or effect

Hi @Kevin-Monahan! no, i don't have any third party LUT's, mine is a clean install on a new pc. i'm afraid there is some incoherence with the rtx 4060 gpu. I tried with the previous version of premiere (23.6) and premiere 2024 beta and in neither case the problem occurs. i just don't know what to do

I'm also encountering the same issue. At first, I thought it was switching workspaces crashing it but after manually opening all the panels I wanted to use I've discovered the Lumetri Color Panel just freezes Premiere until I force close it, every time. I'm also on studio drivers, but truthfully I have had nothing but problems with Adobe products since NVidia Driver 522.30 and I really wish these two would work it out lol. I cannot even open my preferences window because every attempt crashes the software and have not been able to for over a year. This goes for AE too.
I've trashed preferences, I've used the Adobe Cloud Cleaning tool to nuke Adobe from existing on my computer and then reinstalled it cleanly, I've removed plugins, I've used the odd dozen different studio versions people recommend trying, and I've even gone as far as updating my GPU BIOS & MB BIOS since I'm completely at my wit's end. I have a decade of professional IT experience in Cyber Security and Penetration Software Testing and I've tried everything you would expect from someone with such experience when it comes to troubleshooting - all with no success. With every update something new becomes broken for me and every forum post I look at is always just the same two people answering with the same 3 or so answers they give for every issue people encounter. Adobe products may work nicely for some people, but for me, the software has slowly gone from being amazing, to frustrating, to nearly unusable. There are a lot of other users in this boat too but it feels like Adobe doesn't actually care to resolve much of it lol.
Interestingly enough, I've found using any beta version of Premiere results in lightening fast performance and my preferences window opens without issue, so I suspect there is something about the live-service configuration that my PC never seems to agree with for whatever reason - I just don't know how much I want to trust working on large projects in a beta version though.
Truthfully, I'm on my last straw with Adobe. I cannot tell you how many hours of work I've lost over the last 2 years due to poor performance and the constant need to troubleshoot or play musical chairs with studio driver versions because a specific panel works with 1 driver but another specific feature only works with another driver, etc.. They spend too much effort trying to be ahead of AI feature curves despite not putting nearly enough time into QA'ing anything to the extent you would expect from a multi-billion dollar company. Ever since CC22 it's been nonstop problems.
My PC has an RTX 3090, 64 GB 6000MHz DDR5, an i9-12900KF with everything installed on extremely fast NVMe M2 SSD's, and yet Adobe products regularly struggle to do even the most mundane of tasks in empty projects because it's too busy "(not responding)" because I accidently hovered over the "File" menu (How dare I). Paying for broken software sucks, so I'm starting to see why so many people are jumping ship to Resolve.

SOLVED!. looks like latest premiere 24.1.0 resolved this annoying issue. otherwise only solution was to use premiere beta or premiere 2023.
RTX 3090, win 10, 64GB RAM (tried nvidia studio, game drivers, rolling back drivers etc - nothing seemed to work, crashing also by trying to open preferences)
on my laptop win11, RTX 2090 - same settings - i didn't had this issue.

It seems like the issue is with the current stable release, I'm now editing with Premiere Pro Beta and no more freezing and crash!
